CamSur PDRRMC members finish the ICS Integrated Planning Course
“Camarines Sur is on the right track when it comes to adopting and integrating the Incident Command System (ICS) as an on-scene incident management mechanism in the province,” said ICS Master Trainer Ellaine Joy Mata.

Fifty participants from the member agencies of the Camarines Sur Provincial Disaster Risk Reduction and Management Council (PDRRMC) finished the Incident Command System (ICS) Integrated Planning Course Training on November 11-15, 2019 at the Villa Del Rey Function Hall, Provincial Capitol Complex.

In the training, representatives from national government agencies, local government units, and DRRM offices were prepared to become effective and efficient members of the planning section of ICS. "By learning the responsibilities of the Planning Section Chief and the unit leaders who operate under the planning section, participants will not only be able to operate on field during disasters, but also manage incidents as leaders,” shared Neil Dianela, the Capacity Building and Training Chief of the Office of the Civil Defense (OCD) Region V.


Experienced ICS master trainers from the Office of the Civil Defense, Bureau of Fire and Protection, provincial government, and 9th Infantry Division, Philippine Army trained the participants to create an incident action plan and demobilization plan, gather and analyze incident information, and understand the planning processes and situational unit maps.

The course is comprised of seven modules: (1) overview of planning section, (2) forms, supplies, and documents, (3) Planning Section Chief, (4) Resource and Demobilization Unit Leader, (5) Situation Unit leader, (6) Documentation Unit Leader, and (7) transfer of command, demobilization, and closeout.

The Integrated Planning Course is the second course of the ICS ladderized program. The participants successfully finished the Basic ICS Course in October and are set to continue the remaining courses, namely, ICS Position Course and All Hazard Incident Management Team Courses, in the following months.

The PDRRMC, chaired by Governor Miguel Luis Villafuerte, aims to help ensure public safety through ICS, a standardized approach to the command and control of emergency response by providing a common hierarchy for multiple agencies.
