Provincial gov’t conducts ICS Training for agencies and C/MDRRMO
The Provincial Government of Camarines Sur, through the Camarines Sur Disaster Risk Management Training Academy (CSDRRMTA), conducted a three-day training on Basic Incident Command System (ICS) Course on October 28-30, 2019 at the Capitol Convention Center Function Hall, Cadlan, Pili, Camarines Sur.

Forty participants from PDRRMC, national government agencies, selected C/MDRRMOs, and communication groups participated in the training. The ICS is a flagship of the Office of Civil Defense (OCD), institutionalized as a disaster tool of the Philippine DRRM. The ICS course is a standard, on-scene, all-hazard incident management concept that can be used by all Disaster Risk Response Management groups to enable effective and efficient domestic incident management through coordination of all response groups and integrating facilities, equipment, personnel, procedures, and communications operating within a common organizational structure.

Under the training, participants went through 8 modules comprised of interactive-lecture discussions, workshops, structure learning exercises, and demonstrations where they acquired the specific knowledge and skills on the basic concepts and principles of ICS and attitude applicable in any disaster situations. Moreover, the participants were introduced to their roles and responsibilities as responders.


The participants are set to continue the remaining ICS ladder courses: Incident Command System Integrated Planning Course on November 11-15, 2019, Incident Command System Position Course on November 11-15, 2019 and All Hazard Incident Management Team Courses on December 2-6, 2019. Upon finishing the ICS ladder courses, the participants are qualified to be ICS master trainers or ICS cadres.   

The CSDRRMTA also conducted the ICS and DRRM trainings in different private and academic institutions in the province as part of the provincial government’s effort in providing technical support to all response groups and ensuring the competency, efficiency, and effectiveness of responders through the ICS training which will be their disaster response tool and preparedness measure.
