CamSur trains students, teachers on DRRM for a safe Palarong Partido
The Provincial Government of Camarines Sur, through the Environment, Disaster Management, and Emergency Response Office (EDMERO), trained more than 100 students and teachers from over 20 schools in the province’s 4th district, Partido, on effective disaster and emergency response last 2-4 September 2019. The training, held at the Vicencio Obias Kinalansan National High School, San Jose, was conducted to ensure public safety for the upcoming 4th Congressional District Meet dubbed the “Palarong Partido 2019”.

The Palarong Partido will gather over 4,000 student-athletes in the municipality of San Jose this September. “Compared to my previous experiences as a safety officer, the Palarong Partido will be much bigger, more complicated, and challenging. That is why this training is perfect for the event. This will ensure that even if thousands will participate and venues will be scattered, incident management will still be centralized, and emergency response will be effective and efficient,” shared Engr. Gabriel Obias from the San Jose Municipal Disaster Risk Reduction and Management Office (MDRRMO).

The application of the Incident Command System (ICS) for the Palarong Partido was one of the highlights of the training. ICS is a standardized approach to the command and control of emergency response by providing a common hierarchy for multiple agencies.


Afterward, EDMERO established an Incident Management Team, a group of ICS-qualified personnel tasked to provide an efficient emergency response for the Palarong Partido. The IMT was comprised of representatives from MDRRMO, Philippine National Police, and teachers present in the training.

Moreover, the students and teachers learned to use a wireless radio in case of disasters and establish emergency medical teams for public events. Participants also learned from the basic life support and first aid training, where they practiced cardiopulmonary resuscitation, splinting, patient lifting and positioning, and bandaging.

“Even after the Palarong Partido, the training will still be helpful. We learned to use a wireless radio, so in case of disasters when communication is a problem, we can still communicate with other stations and ask for help. We also learned so much on basic life support. Through these learnings, we can save a life,” said Jeremy Teoxon, a Grade 12 student from Vicencio Obias Kinalansan National High School.

The principal from the same school, Jaime Pecaso, also said, “At a young age, students can already see that they need to help in case of disasters. We are very thankful that EDMERO is here to train our students and teachers.”

The provincial government also conducted training on ICS, basic life support, and first aid in Universidad de Sta. Isabel – Naga City, Camarines Sur National High School, Central Bicol State University of Agriculture, and Bicol State College of Applied Sciences and Technology.

The provincial government, under the leadership of Governor Miguel Luis Villafuerte, has been repeatedly recognized for its disaster preparedness and effective emergency response.
